People underestimating him is one of the things that makes him so dangerous. He sneak around meta-humans and Kryptonians with practeses ease, can hack any computer, is just small enough to fit into difficult to reach spaces, knows jujitsu, akido, ninjitsu and many other dangerous words, and he has all the detective stills of his adoptive father. He's a one kid army that can appear and disappear almost by magic. But he's also a kid and the bad guys often see him as just a kid which in turn makes some of the audiance see him as such as well. That's the beuty of him. The more we underestimate him the more impressive he becomes.
